Local socioeconomic situation:
Set in rural west Hertfordshire the Borough of Dacorum covers an area of 210 square kilometres with a population of 137,807 (Census 2001). Bordering with Bedfordshire and Buckinghamshire Dacorum extends from the outskirts of Watford along the valleys of the Gade and Bulbourne rivers northwards to the picturesque Chiltern Hills and beyond into the Aylesbury Vale. It is an area of great diversity where rich heritage and long history meets modern day living. The 3 main towns are Hemel Hempstead, a new town, Berkhamsted and Tring. Approximately 41% of the Borough’s population live in a parished area, which includes Berkhamsted, Tring, King's Langley, Markyate, Bovingdon, the Gaddesden, Flamstead, Chipperfield, Aldbury and other villages. Five square kilometres of the Borough is designated as an area of outstanding natural beauty (AONB). By road the M1, M10 and M25 motorways give Dacorum access to all major motorways linked to London and the rest of the UK. The A41 runs east to west through the Borough and the A5 runs north. Situated along the west coast mainline, local train services from London Euston (half an hour) link Watford with Dacorum and northwards with Milton Keynes, Birmingham, Manchester, Liverpool and Scotland. Dacorum is convenient for 4 major airports, including Heathrow, Gatwick and Stansted but more locally London Luton Airport, just half an hour away. The Borough supports a diverse population with 21% 0-15 year olds and 15% over 65 years of age (LEC 2002). The proportion of residents who belong to ethnic minorities is 4.56% (2001 census), which is half the national average. To the outside world of Dacorum can be seen as an area of considerable wealth and prosperity but there are pockets of deprivation and income levels vary enormously. • Dacorum is among the 50 most affluent areas in the country, although there are some deprived areas. The index of multiple deprivation ranked Dacorum at 312 for a total of 354 English council areas. Of 27 wards in the borough, three are in the 50 most deprived wards in England. (CPA 2004) • Of the approximate 56,000 homes in Dacorum around 9.7% are owned by the Council and rented to tenants • Dacorum has a very high level of car ownership compared to the rest of the country with 35% having access to two or more cars. 21% of the population however, have no access to a car. • Compared to the rest of Hertfordshire Dacorum has slightly higher than average number of lone parent households 4.5% compared to 4.2% for the rest of Hertfordshire. • Crime levels in Dacorum are low with 63 crimes per 1,000 population compared with 104 per 1,000 nationally – Home Office. • Basic Skills agency statistics show that 21% of the borough population aged 16 to 59, have literacy skills below the national average and 20.9% have below average numeracy levels. Some wards have levels higher than that of Dacorum. For example Highfield shows considerably higher figures with 31.8%, of adults aged 16-59, with ‘poor’ literacy and 36.6% with ‘poor’ numeracy.
